Am I paying for data I never use?

The short answerAlmost certainly yes. Open your network app, read three months of real usage, and compare it with what you're buying. Most people consume roughly half what they guess.

Look at the evidence
Every network app shows monthly usage. Three months is enough to see your real pattern, holidays and all.
Step two
Buy the average plus headroom
Not the guess. Modest headroom covers a busy month; a permanent upgrade covers eleven months you didn't need it for.
Step three
Use add-ons for spikes
A heavy month is an add-on problem. A heavy year is an upgrade problem. Knowing which you have saves a surprising amount.
